After more than three and a half decades of service, the City of Newberry proudly honors the retirement of City Clerk Judy Rice, whose 35-year career has left an indelible mark on our community.
Judy began her journey with the City in the late 1980s, rising from Deputy Clerk to Finance Director, and ultimately City Clerk in 2012. Throughout her career, she became known not only for her sharp professionalism and meticulous care for City records, but also for her deep devotion to the residents of Newberry.
Earlier this year, Judy was recognized at the State of the City address with one of Newberry’s highest honors: the Key to the City, awarded by then Mayor Jordan Marlowe and the City Commission in gratitude for her record-setting tenure as the longest-serving employee in Newberry’s history.
City Manager Jordan Marlowe said, “Judy’s commitment to our community has been nothing short of amazing. 35 years of service to Newberry and a lifetime of love for her town. It is a rare achievement, and on behalf of all of Newberry, thank you!”
Mayor Tim Marden added, “There are not many like Mrs. Rice. She has set a high bar for dedication and professionalism to our community we can all admire.”
At the September 8th City Commission meeting, Judy’s final official act as City Clerk was to pass the City Seal to Randa Paul, who was formally sworn in as Newberry’s next City Clerk. The symbolic moment marked both the close of Judy’s distinguished career and the beginning of a new chapter of leadership in City Hall.
As Judy steps into retirement, her legacy will remain a foundation for the City’s future. Her leadership, mentorship, and wealth of institutional knowledge have shaped generations of staff and strengthened the bonds between City Hall and the community.
The City of Newberry extends heartfelt gratitude to Judy Rice for her decades of service and wishes her joy and fulfillment in this next chapter of life.
